A novel proposal to install mobile solar panels at an Oliver winery has received support after its third appearance before the Regional District of Okanagan Similkameen
The project received unanimous support May 8 to be sent on to the Agricultural Land Commission (ALC) for their decision.
Double Barrel is proposing to install an "agrivoltaics" system that would see a series of mobile solar racks that would also include irrigation, and have attachments to support weeding, pruning, and fruit-picking.
"The primary purpose of this proposal is to enhance our ability to grow grapes by protecting the crops using … solar panels above (the vines) and a ground source heat pump system along with air movement system … under the panels to prevent damage from frost, winter kill from extreme temperatures, and stress from heat, humidity and drought," reads an abridged statement from the vineyard staff included in the report to the board.
Due to the proposal covering 33 per cent of the 17-hectare property, which lies within the Agricultural Land Reserve, an application is required to the ALC before it may be installed.
After it first appeared in front of the board asking for support in February, it was sent to the local advisory planning commission for their feedback, repeating again in March.
After it went before the APC, the recommendation both times was to approve the application as long as two conditions were attached: ensuring agricultural plants are underneath the panels, and that neighbouring properties are consulted about the project.
When it returned to the board for a decision May 8, it received little discussion but unanimous approval to go forward to the ALC.
